Starting SD in Indonesia: The Age Rule, and Why There Is No Reading Test

No SD may require your child to sit a reading, writing or arithmetic test for kelas 1. Permendikdasmen 3/2025 makes the requirement an age. The rule is 7 on 1 July of the intake year, 6 is accepted, and 5 years 6 months needs a psychologist's written recommendation. Selection is an age check, not a test.

Starting SD in Indonesia: The Age Rule, and Why There Is No Reading Test

How old does a child have to be to start kelas 1?

The date that matters is 1 July of the year your child would enter, and there are three numbers attached to it. Permendikdasmen Nomor 3 Tahun 2025 sets the general requirement for a kelas 1 SD applicant at seven years old on that date (berusia 7 tahun pada tanggal 1 Juli tahun berjalan), at Pasal 11 ayat 1.

The next ayat opens the door wider. Under Pasal 11 ayat 2, a child who is at least six on that same date (paling rendah 6 tahun) may register. This is the line most families are actually using, and it is a permission rather than a preference, because Pasal 11 ayat 4 goes on to say that applicants aged 7 and above are prioritised.

Read those two together and the picture is honest rather than encouraging. A six year old is entitled to apply and may well be admitted, but at a school with more applicants than seats the seven year olds are placed first. That is a queue position, not a rejection, and it is decided by a birth certificate rather than by anything your child can demonstrate on the day.

The exception at 5 years 6 months, and what it asks for

There is one route below six, and it is narrow. Pasal 11 ayat 3 allows the floor to drop to five years and six months on 1 July (paling rendah 5 tahun 6 bulan), but only for an applicant who has both exceptional intelligence or talent (kecerdasan dan atau bakat istimewa) and psychological readiness (kesiapan psikis). Both conditions, not either one.

The evidence is specified as well. Pasal 11 ayat 6 requires a written recommendation from a professional psychologist (rekomendasi tertulis dari psikolog profesional), and Pasal 11 ayat 7 adds that where no professional psychologist is available, the council of teachers (dewan guru) at the school in question may issue the recommendation instead.

Notice what that document is and is not. It is an assessment of exceptional ability and psychological readiness, produced by a psychologist, at the family's initiative.

It is not a school entrance exam, and a school cannot manufacture one by asking your child to read a passage at the front desk. The regulation moved this judgement off the school's premises deliberately.

It is also worth being clear that this route exists for a small number of children. Most families reading this are choosing between six and seven, and for that choice the exception is a distraction.

Can a school test calistung before admission?

No. Pasal 11 ayat 5 states that an applicant (calon Murid) for kelas 1 SD is not required to sit a test of reading, writing or arithmetic ability, or any other form of test (tidak dipersyaratkan untuk mengikuti tes kemampuan membaca, menulis, berhitung, dan atau bentuk tes lain). The last phrase does the heavy lifting, because it closes the obvious workaround of running an assessment that avoids the word test.

The same prohibition appears a second time, in the chapter about how selection is actually carried out. Pasal 42 ayat 1 defines selection for kelas 1 SD as being based on the age requirement in Pasal 11, and Pasal 42 ayat 2 states that it is not based on the result of a reading, writing, arithmetic or other test.

A rule stated once is a principle. A rule stated twice, once in requirements and once in the selection procedure, is a rule the drafters expected to be tested.

One widespread piece of confusion is worth clearing up here. Reporting on this policy has attributed the calistung ban to several different pasal numbers, including Pasal 1 and Pasal 50.

In the text of Permendikdasmen 3/2025 the prohibition sits at Pasal 11 ayat 5 and again at Pasal 42 ayat 2. If you ever need to point a school at the clause, those are the two to point at.

The ban is structural, not a request

The strongest argument against a reading test is not the sentence that forbids it. It is that the admission machinery has nowhere to put the result.

Pasal 6 ayat 2 establishes four pathways into a school, Jalur Domisili, Jalur Afirmasi, Jalur Prestasi and Jalur Mutasi. Then Pasal 7 ayat 1 removes one of them at this level, stating that the achievement pathway is excluded for SD (Jalur Prestasi dikecualikan untuk SD). Jalur Prestasi is the only pathway in the system where a child's demonstrated ability is scored and ranked, and it does not exist for kelas 1.

The quotas confirm the shape. Under Pasal 30, an SD sets aside at least 70 percent of its capacity for Jalur Domisili (paling sedikit 70 persen), at least 15 percent for Jalur Afirmasi, and at most 5 percent for Jalur Mutasi (paling banyak 5 persen).

Residence, circumstance and transfer. Nothing in that arithmetic leaves a slot where a reading score could be entered.

This is why the policy holds up better than a plea for good behaviour would. A school that wanted to admit on academic ability would have to invent a pathway the regulation does not provide, then find a quota to fund it from. The ban on the test and the absence of a route for its result are the same decision, written twice.

What decides a place when more families apply than there are seats?

Two things, in a fixed order, and neither of them is your child's ability. Pasal 43 ayat 1 covers the case where applications through Jalur Domisili at an SD exceed the quota the Pemerintah Daerah, the regional government, has set. The order of priority (urutan prioritas) is age first, then the shortest distance from home to the school (jarak tempat tinggal terdekat ke Satuan Pendidikan).

Age, then distance. That is the whole tie-break, and it explains the pattern families notice every intake without quite understanding it.

An older child living close to the school is in a strong position. A younger child living further away is in a weak one. Neither position has anything to do with whether the child recognises letters.

For a parent this reframes the year before enrollment quite sharply. The two variables that actually move the outcome are a birth date you cannot change and an address you probably cannot change either. The hours that might have gone into drilling worksheets are not buying admission, because admission is not for sale in that currency.

It is worth adding one boundary. These pathway percentages are set by the Pemerintah Daerah, and private schools enter this process through cooperation agreements (kerja sama) rather than automatically, so the juknis, the technical guidance for the intake, in your kabupaten or kota is the document that tells you how the quotas were actually divided this year.

Does my child need a TK certificate to enter SD?

The regulation does not ask for one, and the way it is drafted makes that visible rather than merely implied. Pasal 9 lists the general requirements available to the drafters (persyaratan umum) as an age limit, or completion of the previous level of education, or both (batas usia dan atau telah menyelesaikan pendidikan pada jenjang sebelumnya). Two options were on the table.

For kelas 1 SD, Pasal 11 uses only the first. Every ayat in it is about age, the exception, the evidence for the exception, and the prohibition on testing.

Prior schooling is not mentioned. Compare that with Pasal 12, which sets the requirements for kelas 7 SMP and explicitly adds completion of SD or an equivalent level (telah menyelesaikan SD atau bentuk lain yang sederajat). The drafters clearly knew how to write a prior-schooling requirement, and they wrote one for SMP and not for SD.

None of this is an argument against TK. Pasal 10 sets its ages, with the younger group, kelompok A, running from 4 to 5 years and kelompok B from 5 to 6, and the years in between do a great deal for a child.

It is an argument against panic. A family whose child did not attend TK, or attended irregularly, has not disqualified that child from kelas 1. If you are still choosing an early-education place, the useful questions are about the environment rather than the curriculum's academic reach, and what an early-education centre is set up to do is a more informative thing to look at than a certificate.

The first week is an introduction, not an assessment

Not an assessment. Peraturan Menteri Pendidikan Dasar dan Menengah Nomor 12 Tahun 2026 governs the Masa Pengenalan Lingkungan Sekolah and sets it at five days in the first week of the academic year. It is an introduction to the building, the routine and the people, and the ministry frames it as a period that must be free of hazing (perpeloncoan) and of any charge to families.

The wider transition effort behind it is measurable. Gogot Suharwoto, Direktur Jenderal PAUD, Dikdas dan Dikmen at Kemendikdasmen, told ANTARA on 2 June 2026 that across the 146 kabupaten and kota the programme has reached, the school participation rate (angka partisipasi sekolah) for ages 5 to 6 rose from 74,15 percent in 2024 to 88,38 percent in 2025. That figure describes the intervened areas rather than the country as a whole, which is worth keeping straight, but the direction inside those areas is clear.

For a family, the practical reading is that the first week is designed to absorb a child who arrives knowing nothing academic. That is the assumption the system is built on, and it is a reasonable one to plan around.

So should you still pay for calistung classes?

Only for reasons that survive the removal of the admission argument, which is the reason most of these classes are sold on. Some children are genuinely interested in letters and numbers at five and enjoy a structured hour of it.

Some families want the childcare. Some children have a specific difficulty a tutor can help with, and that is a real service. Those reasons stand on their own and none of them changes because Pasal 11 ayat 5 exists.

What does not survive is the pitch. A programme sold on the promise that it will get your child through an entrance test is selling a solution to a problem the regulation has abolished, and the school your child applies to is required not to run that test and has no pathway in which to use the result. If a provider's marketing leans on that promise, it is fair to ask them directly which pasal they think applies.

If you do want structured tutoring for its own sake, judge it the way you would judge any class, on the teacher, the group size, the schedule and the trial session, and start from what a bimbel or tutoring centre actually runs rather than from an admissions fear. If the goal is a happier and more physically confident child in the year before school, an ordinary activity often does more for readiness than a worksheet does, and the activities listed near you are a reasonable place to start looking. There is a related question about what a school may and may not ask for at enrollment, which we covered in the rules on immunisation certificates at PAUD and TK.

Key Takeaways

The requirement for kelas 1 SD is an age, fixed to 1 July of the intake year. Seven is the stated rule at Pasal 11 ayat 1 and carries priority at ayat 4, six is permitted at ayat 2, and five years and six months is allowed at ayat 3 only with exceptional ability and psychological readiness evidenced by a written recommendation from a professional psychologist.

No calistung test or other test may be required, at Pasal 11 ayat 5, and selection may not be based on one, at Pasal 42 ayat 2. The ban holds because Jalur Prestasi is excluded for SD at Pasal 7 ayat 1, leaving quotas of at least 70 percent for Jalur Domisili, at least 15 percent for Jalur Afirmasi and at most 5 percent for Jalur Mutasi under Pasal 30.

When a domisili queue is oversubscribed, Pasal 43 ayat 1 decides it on age and then distance. A TK certificate is not among the requirements, and the first week of school is a five day Masa Pengenalan Lingkungan Sekolah under Permendikdasmen 12/2026, not an assessment.

This is general information about how the admission rules are written, not advice on your own child's application. The juknis for your kabupaten or kota, and the school you are applying to, are where your particular case belongs.

Frequently Asked Questions

Can an SD in Indonesia require a calistung test for kelas 1?+
No. Permendikdasmen 3/2025 Pasal 11 ayat 5 states that a kelas 1 SD applicant is not required to sit a test of reading, writing or arithmetic ability, or any other form of test (tidak dipersyaratkan untuk mengikuti tes kemampuan membaca, menulis, berhitung, dan atau bentuk tes lain). Pasal 42 ayat 2 repeats it as a rule of selection, stating that selection is not based on the result of a reading, writing, arithmetic or other test.
What is the minimum age to enter kelas 1 SD?+
Six years old on 1 July of the intake year, under Pasal 11 ayat 2. The general requirement at Pasal 11 ayat 1 is seven on that date, and Pasal 11 ayat 4 gives applicants aged seven and above priority. Below six, Pasal 11 ayat 3 allows five years and six months only for a child with exceptional intelligence or talent together with psychological readiness.
Who can certify that a child under six is ready for SD?+
A professional psychologist, in writing, under Pasal 11 ayat 6. Where no professional psychologist is available, Pasal 11 ayat 7 allows the council of teachers (dewan guru) at the school concerned to issue the recommendation instead. It is a recommendation obtained by the family, not an entrance test run by the school.
Does my child need to finish TK before starting SD?+
The requirement at Pasal 11 is age only. Pasal 9 offers an age limit, or completion of the previous level of education, or both (batas usia dan atau telah menyelesaikan pendidikan pada jenjang sebelumnya) as the general options, and Pasal 12 uses the second one explicitly for kelas 7 SMP by requiring completion of SD. No equivalent clause appears for kelas 1 SD.
How is a place decided if too many families apply to the same SD?+
By age first and distance second. Pasal 43 ayat 1 states that where Jalur Domisili applications at an SD exceed the quota, the order of priority (urutan prioritas) is age, then the shortest distance from home to the school (jarak tempat tinggal terdekat ke Satuan Pendidikan). Under Pasal 30 that pathway holds at least 70 percent of an SD's capacity, with at least 15 percent for Jalur Afirmasi and at most 5 percent for Jalur Mutasi.
